Payer fees (recoup/surcharge) — estimate payment principal vs payer-side and merchant-absorbed fee amounts using Fees & Incentives plans. Returns payerTotalFees, merchantTotalFees, and feeSplitType. Not a substitute for List Fees / Fee Events (merchant processing fees).

Estimates **payer-side recoup/surcharge** and **merchant-absorbed** fee splits for card, bank, and related rails using the merchant's **Fees & Incentives** configuration.

📄️ Compute Fees (fee split)

Computes **payer fee** estimates for a **single payment rail** (`feeType`) using the merchant's **default** fee setting plan for that rail.
